I have set relaunch buttons when a certain frame is selected, if the user removes them using the remove button in the properties panel, how can he/she recovers them?

As for disabling the removal of the relaunch buttons, this is currently not possible. As for restoring the relaunch buttons, the user can undo the action or restore the previous version of the file, or use your plugin to add these relaunch buttons again.
