I do not know how, but in Figma, I got this point using which I was able to set the center of rotation. Last time, I saw this in Sketch, but this popped up today. I was surprised. But then, the moment I duplicated the ear vector, this was gone. I do not know how I triggered it. Tried lots of things and searched all around. Couldn’t find a shortcut or a trigger using which I could enable this.
I am in the windows 11 desktop app, and it’s been erratic for me too.
I find this tool extremely useful, so it’s frustrating to not know how to trigger it.

I think I know what you're looking for. Here's how to reveal the rotation point:
First, select your object. Then, move your mouse to one of the corners until the cursor changes to the rotate icon. Just hold it there for a second, and the center point should appear. After that, you can move it anywhere you like.
