@mention someone not in your team plan

Is it not possible to @mention someone when commenting in a design file if they are not a member of your Figma team?

Scenario:

  • Person is a collaborator from an outside dev. vendor
  • Person is invited and accepted into the file
  • They can comment and view the page, but I cannot @mention them in comments
  • They are not a member of our team plan but have signed into Figma (in general)
