Is it possible to have a unique id for the same .fig file on different devices?
I tried using figma.fileKey method but I am getting a different fileKey if I open the same file on a deviceA and deviceB.

No, this should never happen. Check the file link, it should be the same (and it contains the file key). You are probably opening two different files.
