I had this problem as well as a few other issues with figma, and it turned out that my Chrome browser had not bee automatically updating itself. After I completed a chrome update update (on top of an unintall and then reinstall of chrome) figma was working fine, including this toolbar returning. Hopefully this might help some of you?
same thing happening to me, super frustrating and there seems to be no solution. How can the toolbar just go missing on a product like this? This should be a āstop everything and fixā kind of bug

I can also see no Figjam toolbar - not in a blank file, nor in the Figjam tutorial file. Iām using Figma desktop app for Windows 10. Toggling the UI shows and hides some of the buttons along the top of screen, but does not reveal the toolbar.
I have a 4K monitor with 150% zoom set in Windows. Maybe thatās a contributing factor? Iām not sure.
Anyone know when itās likely to be back? Really frustratingā¦

I was able to get my toolbar back by running an update. Itās worth trying!
