Why radius handle not appear?

I find that sometimes the radius handle doesn’t appear when making a new shape. Also, even with the existing shape that I made, the radius handle sometimes does not appear in the shape so I have to type the numer one by one. Can anyone explains this?

make your object little big and then you will see the radius controls handles

Same for me, some shapes get created with corner radius handles / dots, some don’t. And I think it’s a bug.
