Iāve reported whatās likely the same bug. The issue seems to require that there are enough layers for layers list to scroll scroll, which may explain it appearing to be fixed for some.
In my case itās the same, Iāve upgraded to the latest version of Chrome, but the shortcut still opens the shortcut from Chrome.

Hey this is still not fixed! Facing this issue on my Windows 11 laptop - latest Chrome version as of 12 Aug 24. Shortcuts conflicting with those of Chrome.
Today I updated my laptop to the macOS Sonoma 14.6.1 and Chrome to Version 127.0.6533.100. Almost immediately, I noticed I am having the same shortcut issues that folks have listed out here. I prefer to use Figma in the Chrome browser vs the desktop app, but now itās impossible to efficiently work in Figma using Chrome.
Since this is a known reoccurring issue, please elevate this to the Dev teams to fix it.
I have this same issue. Clearing browser / cache doesnāt help.
Noticed it since the Beta layout. Switching to old layout doesnāt help.

Itād be helpful if you could give us any information such as sequence of actions that you are taking before noticing that these shortcuts are broken.
This is still not fixed! Running Chrome Version 127.0.6533.100 (Official Build) (64-bit) and experiencing exact same issues described above. For example, trying to duplicate and element using Ctrl + D triggers Add/Edit Page Bookmark on Chrome. Ctrl + Shift + R (paste to replace) triggers Chrome Hard Reload. Using shortcut keys is very frustrating now, as they no longer work as expected. Every time I had to either go the other window and back to work properly. Itās really frustrating.
What helped in my case was that I right-clicked on the element in the layer tree (context menu) before executing the shortcut. After closing the context menu, the shortcut worked.
Very annoying workaround but at least you are not blocked and can execute the desired function.
I think Figma has a problem with losing the focus state on selected/active elements and the focus then changes to the browser window.

The problem is that Figma loses focus in the layers area, Then a strange behavior occurs when on some selected layers the shortcuts would work and other selected layers no shortcuts would work.
the trick of right-clicking on that layer before executing the shortcut does work, but thatās no solution.
If you donāt want to deal with this and just need something that works, choose another browser like Vivaldi/Edge (also chromium)

Shortcuts work until i undo something, then i again must click a layer or into the app for it to accept my shortucts

It seems the bug is partially fixed for me now. In a multi-page Figma document, the bug is gone on some pages, but itās still present on other pages.
I canāt see a pattern, it might be related to the amount of elements on the page (very full pages still have the problem, newly created donāt).
For example, I create a new page, the bug is gone. I paste the contents of another very full page into the newly created page, the bug is there again.
Chrome and system restarted. Chrome up to date. Problem still occurs.
