Disable the ability to move comments while using the hand tool

    I am dragging my screen around and accidentally move comments all the time, and since I can’t undo the repositioning of comments, I do not know where they were. See loom video below for my screen share of this problem.

Second this, I always have this problem when moving around rapidly.

+1 I keep accidentally moving comments and not being able to at least undo this action messes things up. I also wish the comments weren’t shown by default. Maybe only if there was new/recently comment activity.
