Why isn't Stripe Express available in India?

I understand that creating a Stripe account in India is invite-only, but several platforms, like Lemon Squeezy and Dribbble, still offer India as an option for connecting with Stripe for payouts. Dribbble, for instance, recently launched their “Send Proposal” feature, which allows users in India to receive pay-outs via Stripe despite the invite-only restriction.
