Hello,
I recently encountered this behavior when I clicked on the effect Styles and opened the small panel. I was also able to open the colors panel, and they both got overlayed on top of each other.
Seems to be a bug?

We had a bug with the Effect styles panel a little while back, but everything seems to be working as expected now.
