Was there a change in the share section ?
I remember that you could download files just as viewer (as an option, if owner gives permission).
Know i only see can edit or can view. Is it because of the new dev mod?

Thanks for the post. I think we have changed the modal appearance slightly, but it doesn’t seem like it changed the settings.
The owner of the file could limit sharing permissions, preventing the file from being downloaded, according to this configuration: https://help.figma.com/hc/en-us/articles/360040045574-Restrict-copying-and-sharing-on-files.
