I have completed “Beginner 4: Prepare for handoff” but when I tested for “View Mode” the “Inspect” tab is not appearing on the Right Bar. At the moment I am inspecting the application and dose not have a license. Dose that make the difference?

You refer to 3 years old video tutorial, Inspect tab is a part of Dev Mode (available at paid plans) in current version of Figma.
But you can access the Properties tab in free Starter plan.
