Admin access to all files? (Organization plan)

Hello everyone,
Our company is facing a challenge regarding management of permissions when all the editors on a file are absent. I am wondering if there is a way for organization admins to access files in such cases and manage permissions on them.
Example: A file has an owner, another editor and a couple of viewers. Both editors are absent, but we urgently need to keep working on that file. Is there a way for the organization admins to give edit rights to other people?
