It’s a known issue, unfortunately, there’s no reliable fix.

What I do:

1. Right click on a frame defined as a thumbnail and use Restore default thumbnail
   


2. After while click on the proper cover frame, right-click & and use Set as thumbnail option.

Sometimes it works, sometimes I have to create a brand new frame for a thumbnail. Definitely, Figma ‘likes’ to remember what was once set and keep it for God-knows-how-long. You might want to go to the Dashboard view and see if resetting to default actually took place.

OK thanks at least I’m not alone in the dark 🙂

I solved this by reopening the Figma app, and the thumbnail will be updated to the newly appointed one!
