We should be able to drag and change the order of variable modes in Layer section of the right sidebar, just like we can for the component properties. Right now there doesn’t seem to be a logic to how the modes are ordered. It’s not alpha. Hopefully this is a bug.

I built a plugin to save & reuse variables between your Figma files and it could help you to reorder the modes too


Waiting for Figma to build it natively, it might already help you
