"zoom to fit" & "zoom to selection" short keys dont work on windows

When I press shift + 1 - it shifts to next frame.
shift + 2 - It moves the element down

However, when I select from zoom drop down options, it works. Its only when i use keyboard shortcut keys, it doesn’t work. Its really odd.

I already selected “keyboards zoom into selection option” from preferences

Is there any thing else I can to do fix this issue and shortcut keys to work ?

Use not the numeric keypad on the right, but the keys above the alphabetic keypad.
