I’m trying to achieve Enable access to libraries in your drafts. Into this section, mentioned that " Anyone on any team or plan can enable libraries for files in their drafts." however, I’m unable to do so.
Can you please guide me on how I can do that?

Libraries are only available on paid plans. You can still create and use components and styles on the free Starter plan, but you can’t publish them to access them in other files. More info here:
