Applying After Delay is mysteriously unpredictable

I find applying the After Delay trigger to be finicky. Any solutions out there?

I have read previous topics on this issue and still I find that I can apply the After Delay
trigger to some top level frames and not others.

I have even copied and pasted the top level frame where it work and tried adding the trigger - no success.

Any thoughts on why this happens? and how to work around it?
