Why cant I set the "left & right" anchor for scroll-fixed layers?

For some reason, as soon as I mark a layer to be fixed when scrolling, I can no longer set the anchors to be “left & right”:

However, if I “unmark” it as fixed when scrolling, then set it to be anchored “left & right” it works … is there a reason for that behaviour?
