Is it possible to write a plugin that extends/makes changes to the default Figma editor?
Plugins can make changes to a file that is open in the editor, but not to the editor itself.

A great example of a plugin that acts as an alternative Figma editor panel is Pro Layout Panel by Mr. Biscuit – he designed the plugin so it can cover parts of the right panel and essentially work as a custom interface: You can see more at https://www.mrbiscuit.design/
That said, tank666 is correct – you won’t be able to actually modify the Figma interface proper with a plugin.
