How I can assign percentages to figma to make my and flutter / angular developer’s life easier. Completely new to this. Need all the help I can get.

As far as I know you need to use comments or hand made sticky notes since percentages are not supported as you would think of.
As editor you can type in percentages but they immediately get converted into pixels based on the outer frame. So in view-mode a dev has no chance to see the original percentage you were using.
In this regard, there are several feature requests you could vote for.
Sorry for this bad news. However, if there is a better way to achieve what you are looking for, I would also be interested.
