Paying twice for users to collaborate

It would appear that Figma was designed to make collaboration easy, however it seems very expensive to collaborate.

We engage a design company who use Figma. We bought Figma licences for our users. The design company has Figma licenses for their users.

We want to be able to collaborate on a file (not just leave comments, but work with the designers to update copy and make other adjustments). Apparently we have to pay again for all our users. If we work with two design agencies in this way, we need to pay three times for our users.

Surely Figma is designed to make collaboration easier?
