I can't find the resize and contraints option

Hello, I´m learning Responsive Design through Youtube but this option (Contraints and rezise) doesn´t appear in my tools panel.

Cannot See Resizing after Auto Layout

The resizing function has been moved to the section above (where the coordinates and width and height of the object are).
