I’m designing a vinyl banner, for which it’d be easier to work in cm units than pixels. How can I do this?

Use Adobe Illustrator, or any other tool that is print oriented. Figma is not the one. It doesn’t even support CMYK so whatever you design needs to be converted anyway. If you stick to purely vector graphics this shouldn’t be big deal, but any raster effects like shadows are likely to be screwed up.
