Drop Shadow doesn't respect layer alpha

When I apply the Drop Shadow or Inner Shadow effect on the raster image it does not respect the Alpha channel of that image. Alpha is set to cut-off in rendering shader instead of 8-bit.

Also, the same effects do not respect the resulting alpha channel of a blurred layer. For example if I add layer blur to the shape and wrap it twice in a component and apply drop shadow on the top-level component the resulting drop shadow will have incorrect alpha, inconsistent with content.
