Allow style groups to be reordered among non-grouped styles

1. Describe the problem your experiencing and how your idea helps solve this

We have lots of color styles that match up with our color tokens. We have tried organizing them by grouping as much as possible. The problem is, Figma forces groups to the bottom and won’t allow us to put grouped styles among other non-grouped styles. Groups can only be reordered with other groups. I would like to be able to reorder/move style groups among non-grouped styles so we can stay aligned with a particular order based on frequency of use.
